ARP ESSER Spending Plan

The American Rescue Plan Act (ARPA) included more than $2 billion for Kentucky public schools and has authorized a third ESSER Fund, ARP ESSER. These funds are designated to support schools in safely reopening and sustaining safe operations of schools while meeting the academic, social, emotional, and mental health needs of students resulting from the coronavirus disease (COVID-19) pandemic. 


Owen County Schools (OCS) released a survey inviting all parents/guardians, students, community members, school leaders, district administrators, teachers, KEA/OCEA representatives, civil rights organizations, and other stake holders to provide input on the district’s ARP ESSER Plan. The survey was posted on the district’s website for seven days as well as on all social media accounts.  The survey was also communicated through SendIt text messaging.  In addition, a stakeholder input meeting was held at the Owen County High School auditorium on August 26, 2021 to discuss ideas and plans for the ARP ESSER funds.  All representatives outlined above (i.e. students, families, school and district administrators, educators and their unions, civil rights organizations, and stakeholders representing the groups of children from historically disadvantaged groups) were invited to participate in the ARP ESSER Spending Plan forum. 


Once all input was received and reviewed, OCS developed a spending plan that was reflective of the conversations with stakeholders.  The district's goal was to reach out to as many stakeholder groups as possible that have a vested interest in our students, schools, and community at-large as we strive to meet the needs of ALL students.  Below you will find a copy of the presentation to the Owen County Board of Education concerning the input received, the budget process, and plans to use those funds.  In addition, you will find a copy of the spending plan that was sent to the Kentucky Department of Education.  If you have any questions, please contact Reggie Taylor at 502-484-3934 or through email at
